Verdict: two flow options, recurring filter work
The BISSELL HydrateWell 4408 is a plug-in 2.7-liter fountain for cats and small dogs with two flow presentations and a built-in pump arrangement intended to simplify cleaning. Ownership includes a firm maintenance obligation: BISSELL says to replace both the carbon water filter and the pre-pump sponge filter every two weeks.
This is a research-based review, not a hands-on noise, water-quality or pet-acceptance test. The best fit is a household willing to disassemble and clean the fountain routinely, keep the electrical tank exterior dry and budget for two kinds of replacement filters.

Design: two flows, plug-in power and removable parts
Model 4408 holds 2.7 liters, weighs 1.5 pounds and measures 9.5 by 9.5 by 7.5 inches with the spout installed. Removing the spout lowers the height to six inches and changes the presentation from a waterfall stream to gentle bubbling. It uses a 4.3-foot power cord and is not app-connected.
The filter system combines a carbon water filter with a pre-pump sponge filter. BISSELL says neither filter should be cleaned and reused. A new water filter should soak for at least five minutes before installation, with the flat side facing up.

Research: separate manufacturer claims from measured results
BISSELL describes operation below 30 decibels, five-layer filtration and fresher water for up to 14 days. We did not measure sound, microbial buildup, filtration performance, water freshness or changes in how much a pet drinks. The 14-day language is conditional: BISSELL also says water-replacement timing varies by animal and home environment.
The brand attributes slime-reduction to SlimeShield antimicrobial treatment. That does not remove the need to wash the parts or replace filters, and it is not evidence that the fountain prevents urinary or kidney disease. Questions about a pet's drinking, urination or health belong with a veterinarian.

Safety and maintenance: keep the powered tank out of the sink
Unplug the adapter before maintenance. BISSELL instructs owners to clean removable parts with clean water and dish soap only, not cleaning chemicals or vinegar. Rinse away soap residue, but do not submerge the water tank; keep the outside of the tank and the power cord dry.
Debris or hard-water buildup can cause flow problems or a red low-water signal. The guide calls for cleaning the sensor and impeller area, discarding both filters and carefully reinstalling seals and trays. Follow the current manual supplied with the exact unit.

Buying: confirm the fountain, not the filter-pack variation
The selected Amazon variation was HydrateWell ASIN B0GL92ST2T, not the four-pack of replacement filters shown on the same product family. Research checked October 12, 2026. Check the exact fountain variation, current price, seller and availability on Amazon before ordering.
Before buying, compare the ongoing cost and availability of both replacement-filter types. The included box contents are a pre-installed pre-pump sponge filter, carbon filter, removable spout, USB power adapter and cleaning brush. BISSELL lists a one-year limited US warranty.
